The modernisation of Cordouan in Teulère's time was part of a larger project to improve navigation in the Gironde Estuary. These efforts were stepped up in the nineteenth century, with the installation of a number of fixed and floating signals. Cordouan, an outstanding architectural achievement, was part of the network of navigational aids whose upkeep was entrusted to the staff and sailors of the Lighthouse Service.
