Although Tourtille's reflectors were greatly criticised by sailors, the Navy did not restore the old coal fires. It began an improvement programme that would thoroughly alter the structure of the tower. This chapter in Cordouan's history also signalled a new approach to the country's lighthouses: designing them involved the work of sailors, scholars and engineers, whose authority made itself felt in the troubled times that characterised the Revolution and the Empire.
